A large Commonwealth Department with over 60,000 staff nationwide that has an expenditure budget in excess of $10B annually.
Challenge
The Department had received a series of adverse ANAO (Audit) findings focused on how the department procures and manages the delivery of goods and services. Procurement was decentralised within the departmental pillars, whereas, the Strategic Procurement Branch role was purely advisory. The advice provided was inconsistent which often resulted in rework and delays in engaging the market.
Solution
Our Maestro conducted a procurement and contract management maturity assessment and developed the future-state procurement operating model and transformation program.
- Undertook voice of the business and stakeholder engagement

- Developed and presented operating model options and information guidance for the decision process
- Detailed the preferred future-state operating model option
- Developed the future-state, phased resourcing model with a 3-year cost breakdown
- Ensured alignment to the proposed SAP 4/HANA uplift program
- Developed a detailed scope confirmation tool and recommend transformation program plan
Results & Impact

- Conducted a high-level spend analysis and identified a potential (conservative) benefit profile delivering between $144 – 228M (based on FY 24-25 contracted spend) over3 years
- Created a Case for Change (transformation program strategy) outlining what we heard and what we saw. Identified the gaps and then provided key recommendations for remediation of the current-state and delivery of the future-state (66 key recommendations)
- Detailed transformation program timeline and roadmap
- Ensured future-state alignment to the proposed SAP 4/HANA uplift
